2008 Alumni Guardian Awards
Held on Thursday, October 2, 2008, the third annual awards dinner honored SPPD Board of Councilors member Yoshi Honkawa BS ’55, for his distinguished career in health care administration and policy; Margarita Piel McCoy MPL ’70, for her pioneering work as a woman in the field of planning; and Elizabeth Hill, for her exemplary career in the state capital.

California Legislative Analyst
Elizabeth Hill was appointed California Legislative Analyst by the Joint Legislative Budget Committee in 1986. In this role, she is a nonpartisan fiscal advisor to both houses of the California Legislature and oversees the preparation of annual fiscal and policy analyses of the state’s $126 billion budget and its various programs. She has been an active member of the National Academy of Public Administration, the Association for Public Policy Analysis and Management, the American Society of Public Administration, and the National Association of Legislative Fiscal Officers, where she served as president of the western region.

Yoshi Honkawa is a consultant for health care advocacy for Cedars-Sinai Medical Center and former vice president for government and industry relations. He served by appointment by Governor Reagan as the first chairman of the State of California Advisory Health Council and as a member of the California Health Policy and Data Advisory Commission by Governors Deukmejian and Wilson. In addition, President Carter appointed Honkawa to the National Council on Health Planning and Development, on which he subsequently served as chairman. Over the course of his career, Honkawa held executive positions at the L.A. County Department of Health Services, and the L.A. County-USC Medical Center. He has been a member and served as chairman on numerous committees, councils, and boards with the American Hospital Association, the California Hospital Association, Association of American Medical Colleges, and the Visiting Nurse Association of L.A.. He is a USC Presidential Associate and former chair of the SPPD Board of Councilors. He received the USC Alumni Service Award in 1992.

Margarita Piel McCoy, FAICP, began her professional career in planning in 1959 as an elected member of the planning board in Sudbury, Mass. She has served on the American Institute of Certified Planners Commission, the American Planning Association Board of Directors, the Planning Accreditation Board and the Association of Collegiate Schools of Planning. McCoy was a faculty member at USC and chair in the department of urban and regional planning at California Polytechnic University, Pomona; she retired in 1989. In recognition of her work as a role model and mentor for women entering the planning field, ACSP established the Margarita McCoy Award in 1995.
