Bill Barcellona serves as Vice President for Government Affairs for the California Association of Physician Groups, overseeing state and federal legislative and regulatory activities for the association in Sacramento and Washington, D.C. Bill is the former Deputy Director for Plan-Provider Relations at the Department of Managed Health Care in Sacramento. In that capacity he oversaw health plan operational issues and handled policy matters for the DMHC. Bill earned his Masters in Healthcare Administration from the University of Southern California, where he also serves as an adjunct faculty. He holds a B.A. in political science and a J.D. In 2009, Bill was honored as the Alumnus of the Year by the USC Health Services Administration Alumni Association, and just completed a 2-year term as a board member on the Health and Human Services Privacy and Security Advisory Board.
Bill enjoys teaching and lecturing on health care management, operations and policy matters. He has practiced law for 27 years in California, and prior to his service at the DMHC he spent 16 years at two major law firms in Newport Beach and Sacramento primarily as a civil litigator. His current legal experience includes general health law matters with an emphasis in Knox Keene Act, managed care issues. In private practice, his experience included environmental and construction law, as well as technology contracting. Bill is a former Judge Pro Tem in the El Dorado County Superior Court and served as an appointed member of the California State Bar Association Insurance Law Committee.
He lives in Folsom, a small town in the foothills of the California Gold Rush. He has been active in the community for almost 20 years, serving as a Planning Commissioner for the City of Folsom, chairing bond measure campaigns to build new schools, serving as an officer of the Folsom Economic Development Corporation and in the past as a Director of the Folsom Chamber of Commerce. He is married to Rochelle Barcellona, owner of Barcellona Communications, Inc. – a skilled personal chef and photographer. His two daughters, Isabella and Madeleine are in high school, preparing for collegiate study in environmental studies and enology, respectively.
Bill is a fanatical fan of the Formula One Grand Prix circuit and roots for Scuderia Ferrari Formula One. He enjoys the many vineyards in Northern California, which has rubbed off his daughter, Madeleine, who plans to become a winemaker. Bill and Rochelle have traveled to Oregon for each of the past 20 years to attend the Oregon Shakespeare Festival. Bill runs weekly and participates in long-distance races as well as the annual El Toro Mud Run. Lately, Bill has taken up the study of genealogy and is working on family trees for the Barcellona and Vickers families. He continues to avoid his primary care physician’s advice to schedule himself for a colonoscopy.
