Catherine Kay is an adjunct professor at the Price School of Public Policy. For over 30 years, she has specialized in health care law. Currently, she runs her own private practice, representing health care clients.
Previously, Professor Kay served as Chair of the California Board of Behavioral Science. She was also the first chief counsel for L.A. Care Health Plan, which is the largest Medicaid HMO in the country. As lead counsel, she obtained the company’s health care service plan license, which increased enrollment to over 600,000 members.
Professor Kay received a Bachelor of Arts from UC San Diego, and a law degree from USC.
