Warren Barnes is an adjunct professor at the USC Sol Price School of Public Policy. He currently serves as the Senior Counsel for the Office of Health Plan Oversight at the Department of Managed Health Care.
Earlier in his career, he served as the executive director of the Washington Neighborhood Center, a charitable organization located in a predominantly Latino area of Sacramento. Professor Barnes has also served as a consultant to nonprofit organizations, providing advice and assistance in legal research and writing.
Professor Barnes received a Bachelor of Arts in Philosophy from Seattle Pacific University, where he also served as a teaching assistant. He received a Post-Graduate degree in Psychology from San Francisco State College. He earned his law degree from the University of the Pacific McGeorge School of Law. He is also an ordained minister with the Presbyterian Church.
