Raymond T. Hino, Chief Executive Officer of Mendocino Coast District Hospital, will share with us how his hospital earned recognition as one of the first Healing Hospitals in the United States, based on four levels of healing.

Hino is considered to be one of the leading experts on rural health care issues and critical access hospitals. During his term on the American Hospital Association Board of Directors, he was extremely involved with helping to form the hospital response to National Health Care reform

Sierra Health Foundation

Since joining Sierra Health in August 2007, Chet has increased the foundation’s grant-making efforts, focusing on underserved populations throughout the foundation’s 26-county region.

Prior to his arrival at Sierra Health, Chet was the director of the Alameda County Social Services Agency. Known as “The People’s Director,” his leadership resulted in the agency receiving numerous local, state and national awards for its use of technology to increase health insurance and food stamp enrollment, the development of one of the largest public sector EITC volunteer tax assistance programs in the country, and the implementation of innovative practice and policy changes.

Chet has been involved in policy development, advocacy and human service innovation for 20 years, serving as an associate director with the Rockefeller Foundation (RF) in New York, with the California Endowment, the nation’s largest health conversion foundation, and the Center on Juvenile and Criminal Justice (CJCJ) in San Francisco.

Michael is a widely recognized expert on California local government finance. He is the creator of CaliforniaCityFinance.com, the California Local Government Finance Almanac, an online resource of data, analyses and articles on California municipal finance and budgeting. He has been the League of California Cities’ principal fiscal policy advisor for over twelve years, is a popular presenter at graduate schools and conferences, and is the author of California Municipal Revenue Sources Handbook.

Dave has worked with aspects of local governments in several organizations. Prior to joining the Child Support Directors Association he was with the California State Association of Counties as a senior policy analyst and the California Mental Health Directors Association as a small counties liaison. In addition to Mr. Oppenheim’s county government experience, he also has worked in the education community as a policy analyst for the California State University (CSU) system and as a social science teacher in a high school.

Ms. Benson has been with the Division of Housing Policy Development of the State Department of Housing and Community Development since 2005. She is responsible for the review of local housing elements of general plans and the provision of technical assistance to local governments supporting effective implementation of the State’s housing laws, policies and programs. She has a Bachelors of Arts from University of California, Los Angeles and a Masters in Public Administration from the University of Southern California.

Danielle Foster Danielle Foster
Housing Programs Superintendent
City of Davis

Danielle has been employed by the City of Davis for nearly nine years as intern, planner, Housing Coordinator, Housing Programs Manager and now Superintendent of Housing Programs. She held an internship with the City of Carlsbad housing and redevelopment department prior to working for the City of Davis.

Danielle’s responsibilities have included processing the planning and development applications of hundreds of affordable rental and ownership units, writing and coordinating information for a local ballot measure required to fulfill the State’s Article 34 requirement, and completing the City’s first update to its ten-year old inclusionary ordinance. In addition she oversaw the adoption of a new middle income inclusionary requirement and local workforce incentive system for affordable ownership units, implemented the City’s first regular monitoring reporting cycle, drafted the City’s current pending Housing Element. Danielle participated in the creation and adoption of the countywide ten-year plan to prevent and end homelessness in Yolo County residents and managed grants and loans from City affordable housing and social services programs to housing projects and local non-profit organizations.

She earned a bachelor’s degree from the University of California at Davis and a Master of Public Administration degree from the University of Southern California.

Mike Kelley Mike Kelley

Mr. Kelley is responsible for sourcing and executing real estate investment opportunities at Pacific West Communities, Inc. Prior to working at Pacific West he was the Portfolio Manager at Landco where he oversaw a 2,000+ unit portfolio and helped implement 10-fold growth for the company. Prior to that, he managed the Section 538 program for the U.S. Department of Agriculture in California where he was responsible for implementing $1MM to $20MM growth in the program over 3 years. He has also served as a registered lobbyist in California representing local governments on a variety of finance related concerns. Mr. Kelley has a Master of Public Administration from the University of Southern California, an undergraduate from the University of California, Davis, and is a Candidate for a Certified Commercial Investment Member (CCIM) designation.

Kenneth Watkins Kenneth W. Watkins

U.S. Department of Housing and Urban Development

Ken has worked within the US Department of Housing and Urban Development in the Office of Community Planning and Development (HUD CPD) since 2002. In this position Ken is responsible for ensuring program compliance for all federal funds provided to State government, local government, and non-profit grant recipients.

Prior to joining HUD CPD Ken worked for a non-profit organization in impoverished communities as a Project Manager providing social services, life skills counseling, and housing rehabilitation for extremely low- and low-income families.

Ken also served on active duty in the United States Army for ten years as an enlisted soldier; and another six years as an officer.

Ken studied Criminal Justice at the University of Memphis. Ken’s post-graduate education was completed at the University of Southern California in the School of Public Policy, Planning and Development with a Master of Public Administration degree.

Ana Bagtas is currently Program Coordinator/Planner at the Division of Aging and Adult Services, Marin County Department of Health and Human Services. In this capacity, she is responsible for the development of the Area Agency on Aging’s Area Plan and the implementation of its activities to address the prioritized needs of older adults in Marin. She also oversees the contracts of community-based aging programs funded through federal and state grants. Bagtas has a Master of Health Administration degree from USC in Sacramento.

Stephen Ferraiuolo is Vice President of Operations for BloodSource. Peter Tateishi currently serves as Deputy Chief of Staff for Congressman Dan Lungren. In this role, he manages both the Washington, D.C., and district offices, overseeing all issues from legislation to constituent services. He has been in this role since February 2009. Peter opened a consulting business in Hawaii and Sacramento, focused mostly on Indian gaming and Hawaiian national issues. Tateishi has a Master of Public Administration from USC in Sacramento.

Christopher L. Wood Christopher L. Wood

Christopher L. Wood is Director of the Sutter Neuroscience Institute in Sacramento. He has been part of Sutter Health since 2001 and has been in his current position since June 2005. Prior to joining the Sutter Health organization, Wood worked for an HMO/PPO insurance corporation where he initiated contracts with medical groups and outpatient surgical centers. Chris has a bachelor of science degree from USC Davis and a Master of Health Administration from USC State Capital Center in Sacramento.

Edgar Zazueta serves as a Legislative Advocate in the Office of Government Relations for the Los Angeles Unified School District (LAUSD). Prior to this appointment, Zazueta was a Legislative Consultant for State Senator Denise Moreno Ducheny. He previously served as a California Senate Fellow and as a Congressional Hispanic Caucus (CHCI) Intern where he worked for the White House Initiative on Educational Excellence for Hispanic Americans. Zazueta received his bachelor’s degree in political science from California State University, Fullerton and a Master of Public Administration from USC in Sacramento.
