-The American Consulate in Lyon, France advised the Minister of Interior Gerard Collomb has endorsed a program partnering USC with the Centre Hospitalier de St Cyr, proposed to respond to the issue of mental illness in radicalized persons. The effort was the result of a meeting between Erroll Southers, as the honorary president of the Fédération Française de Psycho Criminalistique (FFPC) and the Centre Hospitalier de St Cyr, supported by his French colleagues in the academic and medical community.

-Erroll Southers and Safe Communities Institute Lecturer and Homegrown Violent Extremism Studies Associate Doron Pely taught the “Safe Communities in an Unsafe World” Master Class at the Université de Lyon III-Jean Moulin. The course was offered in furtherance of the Memorandum of Understanding between the Sol Price School of Public Policy and the Université de Lyon III-Jen Moulin signed last year.

-Erroll Southers was the keynote speaker at a dinner event in Lyon, France. The talk was entitled, “The Current State of Homegrown Violent Extremism” and was organized by the Féderation Française de Psycho-Criminalistique (FFPC) and Le Cercle Dialogue & Liberté. Professor Southers is the Honorary President of the FFPC.

New Paper Accepted for Publication
A new paper, by Dr. Doron Pely, entitled: “Quasi-Customary Dispute Resolution Mechanisms In Israel’s Darfuri Refugees”, was recently accepted for publication by Conflict Resolution Quarterly Journal (CRQ).
Doron is a Homegrown Violent Extremism (HVE) Studies Associate with USC’s Safe Communities Institute, and has written the paper in affiliation with the Institute. This paper employs analysis of multiple interviews and review of relevant literature to identify and describe a unique, informal, dispute resolution mechanism that the Darfuri asylum seekers community developed in Israel – a replacement to their indigenous customary justice mechanisms which they were unable to import to or reconstruct in Israel. Insights developed in this paper may help community activists, municipalities, policy makers, NGOs, law enforcement, and other individuals and organizations in understanding and facilitating alternative dispute resolution mechanisms within similarly-structured, and similarly-affected displaced persons and asylum seeker communities around the world. Scheduled publication date: May 2017.

-Erroll Southers delivered a presentation on school security measures and deradicalization to the Anti-radicalization network, consisting of the CEAF – Cellule d’écoute et d’accompagnement des Families (hotline for families), SPIP – Probation Services, PJJ – Juvenile Delinquent Legal Protection Services, National Education Services – schools (DASEN office – Inspection Academique), the Department des Bouches du Rhône local government Anti-radicalization specialist and the Préfet Egalité des Chances-Equal Opportunities Prefect-Anti Radicalization specialist.

-Erroll Southers met with religious leaders from Marseille Espérance, including members of the Jewish, Protestant and Muslim faiths and the attorney who represents the Archbishop to discuss the religious aspects of the radicalization challenge in France.

-Erroll Southers visited the Orange Véledrome Stadium to deliver a presentation on stadium security to Julien DiNapoli, Stadium Manager, Herve Chalchitis, Directeur de la Sécurité, Cedric Dufoix, Olympique de Marseille Secretary General and Martin d’Argenliew from the AREMA (gestionnaire du Vélodrome).

-Erroll Southers met with Prosecutor Xavier Tarabeux and members of his anti-radicalization team at the Tribunal de Grande to discuss mutual challenges presented by extremism, online radicalization and civil rights in responding to the terrorism threat.

-Erroll Southers gave a presentation on counterterrorism strategies in the U.S. to Prefect de Police Nunez and members of the Internal, Territorial and Prison Intelligence services, in addition to the Gendarmerie Nationale. Prefect Nunez presented anti-radicalization measures in the Bouches du Rhône region.

-Erroll Southers represented the university, joining Pr. Anne Giroir Fendler, Vice Présidente à l’International and Pr. Laurent Fanton, Directeur de l’Institut de Médecine Légale in the signing of an MOU between the USC Price and the Université de Lyon.

-Erroll Southers lectured on counterterrorism, intelligence and homegrown extremism at the École Nationale Supérieure de la Police, where future Police Commissioners are trained.

-At the request of Auvergne – Rhône-Alpes president Laurent Wauquiez, Erroll Southers met with representatives of the Auvergne Rhône-Alpes Region to discuss security strategies to combat radicalization via educating the public and the schools.

-Erroll Southers met with Jacques Champagne de Labriolle, Ambassadeur, Conseiller diplomatique du préfet de la region Auvergne-Rhône-Alpes. He is the former Ambassador to Nigeria and Tanzania, and has studied and confronted Boko Haram and other terrorist movements. The two discussed the growing radicalization and foreign fighter challenge in France.

-Erroll Southers had a follow-up meeting with Christophe Guilloteau, President of the Rhône Department, having previously met in February. The two discussed radicalization, foreign fighter recruitment, school security and the pending arrival of refugees from the Calais refugee camp to the region. We are considering offering the Safe Communities Institute (SCI) Conflict Resolution course to those responsible for the supervision of the refugees.
