Biography

Dr. Amy Nguyen Howell is a nationally recognized physician executive with over 25 years of experience driving physician-led transformation across integrated health systems, national advocacy organizations, and payer-provider models. With a unique blend of clinical expertise, strategic leadership, and policy influence, Dr. Nguyen has championed initiatives that improve physician satisfaction, reduce burnout, and elevate the culture of value-based care delivery.

As the former interim Chief Medical Officer and Head of Provider Advancement at Optum Health, Dr. Nguyen led organizational efforts for 70,000+ physicians and 25,000+ advanced practice clinicians across 40+ markets, shaping national strategies in patient and provider experience, engagement, burnout and quality of care. Under her leadership, the organization implemented high-impact programs targeting burnout prevention, practice efficiency, leadership development, health equity, and clinical governance—achieving measurable improvements in retention, satisfaction, and quality.

Earlier, as Chief Medical Officer at America’s Physician Groups (APG), Dr. Nguyen spearheaded value-based care adoption across 300+ physician groups nationwide, collaborating with CMS, the White House, and federal stakeholders to define quality standards and advocate for sustainable care models. her leadership influenced national frameworks such as MACRA, APMs, and NCQA recognition programs.

A published thought leader and Adjunct Associate Professor at USC’s Sol Price School of Public Policy, Dr. Nguyen has authored peer-reviewed work on provider teamwork, burnout, and the future of value-based care. She is also a regular voice on national committees including CMS, NCQA, and the National Quality Forum (NQF), and currently serves on California’s Office of Health Care Affordability Workgroup.

Dr. Nguyen holds an MD from Howard University College of Medicine, an MBA from California State University-Fresno, and a BA from American University in international relations. Multilingual and globally engaged, she has served in medical missions on five continents and continues to inspire the next generation of healthcare leaders.
