The Price School of Public Policy awards a number of scholarships to entering and continuing graduate and undergraduate students. Some are partial to full tuition scholarships while others support students in research, internships, and other professional development opportunities. Listed below are awards funded by the Price School, the criteria, the application process, and deadlines.
In some cases, receipt of these awards may affect financial aid packages students have already received from USC. When that happens, we will work with you and the USC Financial Aid Office so that these awards replace loan money rather than gift aid. Yet, depending on a particular student’s package, these awards may replace gift aid you are receiving from other sources at USC. Joan Gardner National Merit Scholarships
Scholarships for entering freshmen in the Price School who have been designated as National Merit Scholars. Recipients need to be enrolled full-time in the USC Price School undergraduate program, have demonstrated academic and leadership excellence, and be citizens or permanent residents of the United States. Preference will go to National Merit Scholars who are accepted and enrolled at the USC Price School. However, if during a specific academic year, a National Merit Scholar is not accepted or enrolled at the USC Price School, the scholarship would be awarded to an incoming freshman who exhibits exemplary academic and leadership excellence. Selection is made after the National Merit Scholarship recipients have been identified.
The following scholarships provide partial tuition support to students enrolled in the Price School’s academic degree programs. While some of these scholarships are designated to students enrolled in a particular program or with career interests in a specific field, others are open to students from any field/degree offered in the Price School. Descriptions of each award are listed below.
Student Undergraduate Research Experience (SURE)
SURE provides USC Price undergraduate students the opportunity to conduct funded research in collaboration with a Price faculty member. Applicants must be declared undergraduate major in the Price School of Public Policy, have earned a minimum cumulative USC and major GPA of 3.0. They must also submit a signed agreement with a Price full-time faculty sponsor and a one-page description of the research plan, a current STARS report. A detailed budget for how the research funding will be used. The maximum amount of the award is $2,000, award must be used only to cover costs of the research (may include travel, equipment, living expenses and other fees associated with the research. Application deadlines: Fall research July 3; Spring research, October 3, and Summer research February 3.
Dean’s Merit Scholarships
Scholarships based on academic merit awarded to students entering the MHA, MPA, MUP, MPP, and MNLM programs in the fall semester. Awards generally range from half to full tuition and are renewable for the second year assuming satisfactory academic progress. To apply, please complete the Dean’s Merit Scholarship Application which is part of the USC Graduate Application for Admission. Application deadline: December 15 for fall enrollment
Price Community Impact Scholarship Application
This is a $10,000 scholarship that will be awarded at $5,000 per year for two years for students pursuing a degree full-time in two-year programs. For students pursuing a degree in these programs part-time, the scholarship will be awarded at $3,333 for three years. For students pursuing a one-year degree full-time, the $10,000 scholarship will be allocated $5,000 fall semester and $5,000 spring semester.
The scholarships are intended to financially assist those who have made contributions to our professional community in attaining one of the Price master’s degree programs offered at the University Park Campus in Los Angeles. Students with several years’ work experience, as well as those early in their careers whose contributions may have been through volunteer work, are encouraged to apply. Selection will be based on students’ professional contributions to our field and their plans to build on those experiences after they graduate.

City/County Management Fellowship Program Scholarships
Scholarships based on academic merit awarded to students entering the MPA program who express an interest in a career in local government. City/County Management Fellows are mentored by and participate in meetings and programs hosted by the City/County Management Board, a group of influential city and county managers. In addition, the Board provides stipends for conference travel. Awards generally range from half to full tuition and are renewal for the second year assuming satisfactory academic progress. City Hall Fellows Scholarship Program
Up to $10,000 scholarship for students who have completed the San Francisco City Hall Fellows program and are entering the MHA, MPA, MPL, MPP, and MNLM program in the fall semester. Awards are disbursed $5,000 in the first year and $5,000 in the second year of graduate study, assuming satisfactory academic progress. Master of International Public Policy and Management (IPPAM) scholarships
Each year the IPPAM program awards a limited number of partial tuition scholarships ($5,000-$8,000) to students entering the Master of International Public Policy and Management program. Scholarships are made at the time of admission and selection is based on academic merit and potential for professional contribution to the IPPAM program. These scholarships provide partial tuition credit awards. All students applying to the IPPAM program will be considered. Application deadlines: March 15 for summer enrollment and May 1 for fall enrollment

Dollinger Master of Real Estate Development Scholarships
Each year, the Dollinger MRED program awards a limited number of scholarships to entering full-time MRED students. These scholarships provide partial tuition credit awards in the amount of $5,000 or up to 16 units of tuition credit. Scholarships are awarded as part of the admission process.
To be considered, applicants must submit all application materials along with the USC Price Dean’s Merit Scholarship application (found online with the USC Graduate Application under the Supplemental Forms section) by February 1.

Executive Master of Leadership USC-LAPD Leadership Scholarships
In 2013, the University of Southern California (USC) established leadership scholarships for Los Angeles Police Department (LAPD) officers. USC and LAPD have a long history of working together to ensure the communities surrounding USC are safe and prosperous for the many members of our diverse community. These scholarships those interested in gaining innovative leadership skills that foster inclusion and collaboration among the many cultures and socio-economic backgrounds of those in the neighborhoods surrounding USC. Awards consist of one-half tuition scholarships for two students. Recipients must be active police officers of the Los Angeles Police Department and be admitted to the EML program. Preference will be given to those who demonstrate a commitment to community-based policing and an interest in strengthening relations between law enforcement and community based organizations. A determination about the scholarships is made during the application review process. It’s advisable in the personal statement to address (1) Why are you interested in the USC-LAPD Leadership Scholarship (2) Your interest and experience in community-based policing and (3) How you would anticipate using the leadership skills learned in the Executive Master of Leadership program to improve relationships among law enforcement, community based organizations and the many diverse cultures and socio-economic backgrounds that comprise the communities surrounding USC. USC Price/COLFUTURO (Colombia) Fellowships
A joint program between USC Price and Colombia’s COLFUTURO for graduate study at the Price School of Public Policy. The scholarship supports students from Colombia who will enroll in one of the USC Price two-year master’s degree programs (MHA, MPA, MPL, MPP, MNLM). Colombian students selected to receive COLFUTURO funding will also receive a $10,000 scholarship each year (for two years). USC Price/CONACYT Fellowship Program
Scholarships for graduate student granted through the agreement between USC Price and Mexico’s National Council of Science and Technology (CONACYT) support students from Mexico who enroll in a USC Price School two-year master’s degree program. Students selected to receive CONACYT funding will also receive a $10,000 scholarship (renewable for a second year). Application deadline: December 15 for fall enrollment.
USC Price/Coro Alumni Fellowships
Up to $10,000 scholarship for students who have completed the Coro Public Affairs Fellows program and are entering the MHA, MPA, MPL, MPP, or MNLM program in the fall semester. Awards are disbursed $5,000 in the first year and $5,000 in the second year of graduate study, assuming satisfactory academic progress. USC Price Diversity in Healthcare Leadership Scholarships
Up to $10,000 scholarships for students who have completed the USC Price Diversity in Healthcare Leadership summer program and are entering the MHA, MPA, MPL, MPP, or MNLM program in the fall semester. Awards are disbursed $5,000 in the first year and $5,000 in the second year of graduate study, assuming satisfactory academic program. USC Price Leadership in Diversity Scholarships
The Price School Leadership in Diversity Fellowships recognize entering graduate students who demonstrate strong leadership abilities and a commitment to diversity, inclusion, and social justice. Students entering the Master of Health Administration, Master of Nonprofit Leadership and Management, Master of Planning, Master of Public Administration, and Master of Public Policy programs will be considered. These awards consist of full-tuition scholarships. To apply, students must complete the Dean’s Merit Scholarship and Leadership in Diversity Fellowship application, which are part of the USC Graduate Application for Admission. Applicants who are not selected for this fellowship will receive consideration for Dean’s Merit Scholarships. Application deadline: December 15 for fall enrollment.
USC Price/Peace Corps Paul D. Coverdell Fellowships
Up to $10,000 scholarship for returned Peace Corps Volunteers program and are entering the MHA, MPA, MPL, MPP, and MRED program in the fall semester. Awards are disbursed $5,000 in the first year and $5,000 in the second year of graduate study, assuming satisfactory academic progress. USC Price/Republic of Korea Ministry of Personnel Management 1+1 Program
USC Price will provide advanced graduate training for a select group of Republic of Korea employees enrolled in the USC Price MPA, MPP and MPL programs. Applicants with outstanding academic credentials, strong English skills, recommendations, and financial support from the Korean government may qualify for a $24,000 scholarship ($12,000 per year, renewable for a second year assuming satisfactory academic progress is made) from USC Price. Korean government officials will complete an internship along with their studies. All Korean Government Officials receiving the 1+1 long-term fellowship will be automatically considered. Application deadline: January 15 for fall enrollment.
USC Price/Republic of Korea National Assembly Long-Term Fellowship Program Scholarships
USC Price will provide advanced graduate training for a select group of Republic of Korea employees enrolled in the USC Price MPA, MPP and MPL programs. Applicants with outstanding academic credentials, strong English skills, recommendations, and financial support from the Korean government may qualify for a $24,000 scholarship ($12,000 per year, renewable for a second year assuming satisfactory academic progress is made) from USC Price.. All Korean Government Officials receiving the Republic of Korea National Assembly Long-Term Fellowship will be automatically considered. Students pursuing the two-year program at USC complete an internship; students pursuing the MPA dual degree with Seoul National University do not complete an internship. USC Price Sacramento Summer Enrichment Program Scholarships
Up to $10,000 scholarships for students who have completed the USC Price Sacramento Summer Enrichment Program and are entering the MHA, MPA, MPL, MPP, or MNLM program in the fall semester. Awards are disbursed $5,000 in the first year and $5,000 in the second year of graduate study, assuming satisfactory academic program. USC Price/Teach for America Fellowships

USC Price/Asian Pacific Islander American Public Affairs Association (APAPA)
The Price School will award five $10,000 scholarships to graduates of the APAPA internship program and qualified APAPA members. Qualifying applicants can be considered for larger scholarships of up to full tuition.
APAPA internship graduates may use the $10,000 scholarships for the following USC Price School degree programs: Master of Public Administration (MPA-On Campus, MPA-Sacramento, MPA-Online), Master of Public Policy, Master of Urban Planning, Master of Health Administration or Master of Nonprofit Leadership and Management. Veteran’s Administration Yellow Ribbon Program
USC Price is proud to partner with the U.S. Veterans Administration in providing VA Yellow Ribbon benefits to qualified students. The Price School has allocated funds for 18 Yellow Ribbon Awards each year at up to $10,000 for each award.
The Yellow Ribbon Program provides additional funding for veterans who wish to attend private institutions. Funds can be used to meet any or all unmet tuition/fee needs, but cannot exceed the total cost of tuition and fees. To qualify for Yellow Ribbon benefits, students must be eligible for the maximum benefit rate (100%) under the Post-9/11 GI Bill (based on service requirements).
To receive the Yellow Ribbon Program benefits students must be admitted to the university and registered for classes. Once enrolled, submit the following packet to USC’s School Certifying Official:
Take your certificate of eligibility to the Veterans Certification Office and ask them to certify your enrollment to the VA, including Yellow Ribbon. Per federal regulations, eligible recipients will be selected on a first-come/first-served basis.
Note: The university must certify your enrollment to the VA; you may not do so yourself.

The Sacramento Professional Scholarships are funded through endowments or created in the names of individuals, families, and organizations. All of these awards are designated to support students pursuing the Master of Public Administration degree in Sacramento. Awards are made to entering students based on academic merit and professional promise and are renewable for a second year assuming satisfactory academic progress. To apply, please complete the USC Graduate Application for Admission and the Professional Scholarship for Sacramento Students Application. Priority application deadline: April 1; final application deadline: July 1
David C. Bohnett Endowed Leadership Fund
The David C. Bohnett Leadership Fund provides masters-level public policy students with valuable hands-on experience in local government through a two-year fellowship with the Los Angeles County Board of Supervisors. The Office of Career Services manages this fellowship’s recruitment process. Applicants will learn of the opportunity in mid-September and will apply by early October. Fellows assist the Chair (office) of the Board of Supervisors as liaison between constituents, other governmental agencies, non-profits and other stakeholders and the board offices. Applications will be available in September.
Master’s Student Travel Grants for Conference Participation
The Price School Awards travel grants to master’s students who participate in conferences. These awards are administered by each department. Please contact your department chair or program administrator for information.

Research Assistantships and Dissertation Fellowships
Employment opportunity to do research with faculty. Sometimes funding comes from a research center, an individual faculty member, or an outside agency. These awards come with tuition remission, health benefits, and a stipend as compensation for the work they complete. Sometimes these awards are for summer funding, sometimes they replace all or a portion of the four year-funding package the Price School offers, and sometimes they are used for students who need assistance after their four years of funding runs out. Students should consult with their guidance and dissertation committee members about opportunities.
The Student Success Fund has been established to provide temporary assistance to students in emergency situations.
